About Us

Engineers 9000 (E9000) was incorporated in 1989. We are a civil and structural engineering consulting firm with a strong bias toward heavy civil engineering, marine, and industrial projects.

The company provides a spectrum of professional engineering services from feasibility studies and project planning, detailed design, contract administration and construction inspection, Project Qualified Person (QP) roles and extending to fully integrated project management as principal consultant.

The company also provides “one-stop” services for Professional Mechanical & Electrical Engineering services, Professional Architectural services, Registered Inspector (Architectural, Mechanical & Electrical) services and Authorised Examiner services with our alliance Sub-consultants, as a package to our Clients.

Why we are called “Engineers 9000”

During the formation of the company in 1989, the Directors envisaged that a Quality Management System should be adopted as part of the business model. Though ISO 9000 QMS was not widely used in Singapore at that time, it was decided to name the company “ENGINEERS 9000”, which symbolizes a company providing quality and responsible professional services.

The company logo consists of the “Quality” theme as indicated by the “Q” shape and the number 9000, and the green colour signifies an environmentally friendly policy. The globe shape hints at an international outlook and area of operations.

Directors

Louis Hwang

Louis Hwang studied Civil Engineering at The University of Singapore, from where he graduated in 1977. He also acquired a Master of Science degree in Construction Engineering from National University of Singapore, in 1982. Currently, Er. Hwang is the Managing Director and also a Civil Professional Engineer at Engineers 9000 Pte Ltd. He specialises in marine facilities, petrochemical, power and other major industrial projects.

Er. Hwang is a senior member of The Institution of Engineers, Singapore and Singapore Structural Steel Society. He was also a member of the technical committee at SPRING Singapore for the conversion of CP 40 to SS 532 and SS 607 – Specification for Design of Active Fall –Protection Systems. He is presently involved as a member of the working group on Fire Safety for Open Plant Structure in Oil, Chemical and Process Industries into a Singapore Standard.

Chong Kee Sen

Chong Kee Sen was born in Singapore, in 1958. He graduated from the Nanyang Technological University (NTU), in 1987, with a Honours degree in Civil and Structural Engineering. Er. Chong is a Civil Professional Engineer, specialising in petrochemical, pharmaceutical, power and other major industrial development projects include marine facilities. He is currently Director, Engineers 9000 Pte Ltd.

Er. Chong is the President of The Institution of Engineers, Singapore (IES) from 2014 to 2016. He served as a board member of the Singapore Professional Engineers Board (PEB). He is also a board member of the Engineering Accreditation Board (EAB). He also serves in the NTU Civil and Environmental Engineering Alumni Association and was awarded the Nanyang Alumni Service Award in 2008. He serves in various government agency committees and was also involved in the drafting of a number of SPRING Singapore Standards.

He is the pioneer batch to be registered as ASEAN Chartered Professional Engineer (ACPE).

He is also a Registered Foreign Professional Engineer (RFPE) – Malaysia.

Associate Directors

Gabriel Chen Yong Chao

Er. Gabriel Chen Yong Chao is a civil and structural engineer and Associate Director of Engineers 9000 Pte Ltd. He graduated from Nanyang Technological University with a Bachelor of Engineering and a Master of Engineering, and also obtained a Master of Science degree from the National University of Singapore. He is a registered Professional Engineer (Civil), Qualified Erosion Control Professional (QECP), and Competent Person (CP) for facade inspection in Singapore.

Gabriel provides professional engineering consultancy and permitting support for building, infrastructure and industrial projects. His work includes advising clients on Singapore’s building regulations, reviewing structural drawings and calculations, coordinating authority submissions, and assisting projects in obtaining the necessary permits for construction and occupation.

His experience covers civil and structural design, piling works, soil improvement, reinforced concrete works, steel structures, pipe bridges, towers and related infrastructure. He has been involved in major infrastructure, reclamation and industrial projects, including PSA Pasir Panjang Port development, PSA Tuas Terminal Finger 2, PSA Tuas Terminal Finger 3, Tekong Infilling Works, Woodlands Coastal Development Works, ExxonMobil CRISP Grassroots Project, SPT Project and Shell Silver Project. His experience includes both Greenfield new developments and Brownfield modification works.

Lee Siew Wei

Lee Siew Wei has more than 30 years of experience working in the engineering consultancy industry. He has executed and managed several large infra-structural projects covering petro-chemical plants, power plants, bulk storage terminals, near shore marine structures, coastal reclamation works and other industrial & building projects. Some of the significant projects include:

ExxonMobil SOP2 Plant, SPT Olefins Recovery Project, CRISP Grassroot Project, CRISP Existing Site Project, Control Building Project.
Oiltanking Singapore (known as Advario Singapore) Petroleum & Chemical bulk storage facilities including marine jetties and inter-connecting pipelines to external plants.
Combined Cycle Power Plant – Block 3 & 4 at Tuas for Tuas Power Limited.
Cumene, VAM and AAL plants for Chang Chun & CCD Singapore.
Specialty chemical (Isoprene Latex) plant for Cariflex.
Coastal Development (Reclamation) Project for JTC.

Li Wenfeng

Ms Li Wenfeng is a civil and structural engineer and graduate of Nanyang Technological University (NTU) in Singapore. She has nearly 19 years of professional experience at Engineers 9000 Pte Ltd, where she has been involved in designing, coordinating, and permitting various industrial such as oil refineries, chemical plants and pharmaceutical facilities and infrastructure projects. She is also IES registered Resident Engineer.

Wong Kak Choon

Mr. Wong was appointed Associate Director for Engineers 9000 Pte Ltd in May 2025, and has been with Engineers 9000 Pte Ltd since September 2012.

He has over 13 years of experience in the Singapore petrochemical, refinery, and storage industries. He has managed projects from conceptual and detailed engineering design through to permitting, regulatory compliance, project management, and construction inspection, concluding with statutory completion and licensing application.
